California Industrial Compliance, Led by Qualified Industrial Stormwater Practitioners

Environmental Management Consulting (EMC) provides Industrial General Permit (IGP) compliance, CERS — Hazardous Materials Business Plan (HMBP) reporting, and QISP/SM-QSP services — supporting California industrial operators from initial NOI submittal through Annual Reports, NAL/NEL exceedance response, and audit-ready documentation.
On-Site Stormwater Management Consulting

EMC delivers IGP compliance support tailored to each facility’s operations, SIC code, and discharge profile. Our QISP-led approach focuses on reducing exposure to Mandatory Minimum Penalties (MMPs), maintaining inspection-ready records, and meeting reporting deadlines under Order WQ 2014-0057-DWQ (as amended in 2015 and 2018).

Whether your facility is preparing its first Notice of Intent or managing an active Level 2 Exceedance Response Action, EMC scales engagement to project scope while maintaining the documentation standards required for regulatory defensibility.

Core IGP Compliance Services:

  • Notice of Intent (NOI) preparation and SMARTS submittal

  • Storm Water Pollution Prevention Plan (SWPPP) drafting and amendments

  • Facility Site Map preparation

  • No Exposure Certification (NEC) evaluation and filing

  • Violation response and non-compliance resolution

  • Notice of Termination (NOT) preparation

Stormwater Sampling Support
EMC simplifies IGP sampling compliance for facility personnel. Our sampling support includes on-site or virtual collection training, pre-assembled laboratory sampling kits with pre-printed chain-of-custody forms, proper sample handling, hold-time tracking, laboratory coordination, and guidance on identifying Qualified Storm Events (QSEs) under the permit’s monitoring requirements.

Sampling Results and SMARTS Data Management Support

EMC manages the data side of IGP compliance: laboratory result intake, NAL/NEL comparison and exceedance flagging, mitigation guidance, and Ad Hoc Report preparation for SMARTS submittal. When sampling results approach or exceed Numeric Action Levels, EMC supports the Level 1 and Level 2 Exceedance Response Action (ERA) process — including QISP-prepared Action Plans and Technical Reports.

This service is designed to keep facility personnel informed of compliance status throughout the reporting year, rather than discovering issues during the July 15 Annual Report cycle.

Experience You Can Trust, Service You Can Count On.

EMC is led by a lead consultant with 16+ years of direct, hands-on experience in California Industrial General Permit compliance. The firm supports industrial facilities across multiple sectors — including, but not limited to, recycling, scrap metal, lumber, manufacturing, automotive dismantling, and transportation — with services scaled to facility size and permit complexity.

Our practice is built on direct regulatory work: drafting SWPPPs, responding to NAL exceedances, preparing Annual Reports, and supporting facilities through Regional Water Board inspections. We focus exclusively on California — the IGP, CERS HMBP, and the regulatory framework under the Clean Water Act §402(p), Porter-Cologne Act, and Water Code §13385. That focus is what allows us to deliver compliance work that holds up to scrutiny.
